Well, I think the man with the slicked back hair is supposed to be the "negro" but I could be mistaken.

You're probably right, but he looks more Mediterranean, maybe Italian or Greek. Back in the earlier 20th century when there was a lot of southern Italian immigration to the US, there was considerable prejudice against them in the US. Their construction as "white" is a very interesting historical process.
